Technically, if it comes from hair or feathers, it is an 'animal product' and wouldn't be vegan (yes, humans are animals too!). However, if it did come from voluntarily donated human hair, there are no ethical issues involved, so the underlying reason for veganism wouldn't be violated.
Personally, I tend to avoid this ingredient due to the yuck factor.
